LITTLETON PLANNING BOARD HEARING
APPROVED

Tuesday, February 16, 2010
7:00 P.M.
Present: Chairman Charlie Ryan, Vice Chair Linda MacNeil, Donna Cahill, Stacy Hall, Rod Trahan, Ed Boynton, and Joanna Ray (recording secretary)
Excused: Val Poulsen
Others: Mary Edick, Tom Smith, and Ron Bolt
Chairman Ryan called the meeting to order at 7:00 PM.
Vice Chair MacNeil made a motion to approve the minutes from 1-19-10. Ed Boynton seconded the motion. The motion passed unanimously.
First on the agenda was the public Hearing to amend Appendix B, Fee Schedule, of the Subdivision Regulations. Chairman Ryan discussed what is currently charged compared to what is proposed. There will be a flat fee of $50 for a Subdivision, Lot Line Adjustment, or New Mobile Home Park. The newspaper notice has been increased to $70. Recording fees and postage will be at current cost. Hearing for modification was deleted. A new line was added “Subsequent decision letters” to cover the cost of decision letters if a case is continued. The cost will be the current postage and billed accordingly. Vice Chair MacNeil made a motion to update these changes to the Subdivision Regulations. Donna Cahill seconded the motion. The motion passed unanimously.
Rodney Trahan, Owner / Boulanger Consulting, Agent - PB10-06 – Request for a 2-lot Subdivision at 884 Union St, tax map 69-41, in the C-II zone. Rod Trahan recused himself from the case. The case fees were paid. There were no department comments related to this case. Abutters were notified. The notice was in the Caledonian Record. Chairman Ryan accepted the application as complete. A Special Exception might be needed depending on what the proposed future use will be. A building permit will not be required for the subdivision.
Rod Trahan presented. Rod discussed the current shape of the lot and where the lot would be divided. The lower lot is currently Carr Well & Pump. This business would be on its own lot, which has private septic. The new lot could hook into the Town’s utilities. The new lot contains a utility easement. There is an existing driveway that Carr Well & Pump will continue to use through a Right-of-Way. Rod has contacted the State DOT in regards to changing the use of the driveway.
A Special Exception will be required if the upper lot becomes an automotive business.
Vice Chair MacNeil said there will have to be a maintenance agreement for the driveway.
Rod Trahan will check for restrictions on the easement. The easement is right on the slope.
There were no other comments. The public input portion of the hearing was closed.
Vice Chair MacNeil made a motion to approve Rodney Trahan, Owner / Boulanger Consulting, Agent - PB10-06 – Request for a 2-lot Subdivision at 884 Union St, tax map 69-41, in the C-II zone with the following conditions:
Ø There is to be a maintenance agreement for the shared driveway
Ø Applicant must supply the Change of Use from the State DOT regarding the driveway
Ø Applicant must comply with all Federal, State, and Local regulations
Ed Boynton seconded the motion. The motion was passed unanimously.
Other Business:
**Tom Smith discussed a possible Lot Line Adjustment on Hilltop Rd. After discussion and looking at the plans, Vice Chair MacNeil commented that wetlands must be marked on the plat. Tom can look at the Towns wetland maps and go from there. Rod Trahan questioned the need for all of the wetland areas being shown on the plat for a Lot Line Adjustment. After some research in the Subdivision Regulations, Chairman Ryan stated that if there is an obvious area of wetlands (such as ponds and streams), it should be on the plat.
**Ron Bolt wanted to discuss adding windmills to the Zoning Ordinance’s Table of Use. Windmills should be allowed, by Special Exception, in some zones. The Board agreed that this is something they will consider for proposed changes to the Zoning Ordinance. The Board would like all proposed changes to be ready by summer of 2010 for Town vote in 2011.
Review of Master Plan – Chapter 2 Land Use
Donna Cahill asked when the land use classifications are updated. Amy Hatfield, assessing department, will be asked to update this.
There was discussion on which zones have been altered since the last Master Plan in 1987. Also, there was discussion on how to determine what was, and still is, considered an active farm.
Ron Bolt suggested the town reevaluation might be helpful with figuring the land use classifications.
At 8:25 PM, Vice Chair MacNeil made a motion to adjourn. Ed Boynton seconded the motion. The motion was passed unanimously.
The next Worksession will be on March 16, 2010. Donna Cahill will not be able to attend.
