LITTLETON PLANNING BOARD HEARING
APPROVED

TUESDAY, JANUARY 19, 2010
7:00 P.M.
Present: Chairman Charlie Ryan, Vice Chair Linda MacNeil, Donna Cahill, and Joanna Ray
Excused: Rod Trahan, Ed Boynton, Val Poulsen

Chairman Ryan called the meeting to order at 7:00 PM.
The Board reviewed the minutes from Jan 5, 2010. Vice Chair MacNeil made a motion to approve the minutes as written. Stacy Hall seconded the motion. The motion was passed unanimously.
Sheila Foster, Owner / Thomas S. Smith, Agent PB10-04 Request for a Lot Line Adjustment at 44 Fernes Way, tax map 5-26 & 6-4, in the Rural zone.
The case fees were paid. The abutters were notified and the notice was in the Caledonian Record. Chairman Ryan accepted the case as complete.
Tom Smith presented the case. Tom explained to the Board that 22 acres would be taken from tax map 6-4 and added to tax map 5-26. Tax map 6-4 currently has access through a 50 R.O.W. on tax map 6-16.
There were no comments from the public. Chairman Ryan closed the public input portion of the hearing.
Vice Chair Mac Neil made a motion to approve Sheila Foster, Owner / Thomas S. Smith, Agent PB10-04 Request for a Lot Line Adjustment at 44 Fernes Way, tax map 5-26 & 6-4, in the Rural zone with the following condition:
Ψ The applicant must comply with all Federal, State, and Local regulations.
Roberts Family Trust, Owner & Town of Littleton, Owner / Gardner Kellogg, Agent PB10-05 Request for a Lot Line Adjustment on School St, tax map 67-2 & 46-4, in the R-I and Rural zones.
The case fees were paid. The abutters were notified and the notice was in the Caledonian Record. Chairman Ryan accepted the case as complete.
Gardner Kellogg presented the case. Gardner showed the Board where the lot line adjustment would be. It will be a transfer of .92 acres from tax map 46-4 to tax map 67-2.
Tom Considine stated the old tank would be filled in. The cover is only rated to last 10-15 years and needs to be replaced again. The proposed tank will be circular like the tower on Mt. Eustis. The water is gravity fed into the tank by the Gale River.
Donna Cahill asked when the new tank will be up and running. Tom stated this is just the first step of the plan. Tom did not know when.
Bill Nichols asked about leaks and overflows with the new tank. The overflow affects the wetland.
Chairman Ryan closed the public input portion of the hearing.
Chairman Ryan reminded everyone that accepting this land could only be done as a Town vote. Tom stated there would be no lot line adjustment if the Town does not vote to accept the land.
Vice Chair MacNeil made a motion to approve Roberts Family Trust, Owner & Town of Littleton, Owner / Gardner Kellogg, Agent PB10-05 Request for a Lot Line Adjustment on School St, tax map 67-2 & 46-4, in the R-I and Rural zones with the following conditions:
Ψ This plan is contingent on the acceptance of the land through Town vote.
Ψ The applicant must comply with all Federal, State, and Local regulations.
Donna Cahill seconded the motion. The motion passed unanimously.
Vice Chair MacNeil asked Tom Considine some questions referring to the possible blasting at the Highland Croft property. There is the possibility of the well on Brickyard Rd being affected. If the Town does allow someone to do blasting of the property, Tom would work with the Board of Selectmen on an acceptable amount for a bond.
Other business:
Herb Lahout presented conceptual plans for an expansion on Joe Lahout Lane. Applying to the ZBA for a Special Exception will be needed for warehouses. Applying to the ZBA for Variances will be needed for more multi-family housing and for non-conforming setbacks. Herb also realizes that he needs to present his multi-family housing to the Planning Board. The plan shows building an offshoot road with apartment buildings at the end. Herb referred to these apartments as workforce housing. In the area at the beginning of the offshoot road there would be 30 garage size storage sheds. Makes sense in this community. Herb would like the portion of the road going just past the storage sheds to be a public road. After the sheds, leading to the apartments, would be private.
There was discussion about the neighbors having water runoff issues.
Tom Considine stated that Water & Light could supply the water that is required in Herbs development. Vice Chair MacNeil said that she would like something in writing when the time comes to approving the plan.
The storage sheds cannot be near the apartments because of the wetlands. Chairman Ryan stated that if these sheds were to be used only for the tenants, they would be considered garages and would not need ZBA approval. If they were rented out commercially, a variance for warehouses would be needed.
There were discussions about berms and playgrounds. When this case comes before the Boards, the neighbors will present their concerns. Herb feels that this design has the least environmental impact.
Feb. 2, 2010 there will be no Planning Board meeting. The next meeting will be on 2-16-10 with the Master Plan on the agenda. Chapter 2 will be the next chapter addressed.
Vice Chair MacNeil made a motion to adjourn at 8:00 PM. Stacy Hall seconded the motion. The motion passed unanimously.
