LITTLETON BOARD OF SELECTMEN

MEETING MINUTES

JULY 20, 2006

LITTLETON TOWN OFFICE CONFERENCE ROOM


Present: Chairman George Hicks, Selectman Ed Farrell, Selectman Burt Ingerson, Town Manager Jason Hoch, Executive Assistant Cheryl Sargent


Chairman George Hicks called the Meeting to order at 4:00 pm.


Jason noted Carol Cullen has given the Selectmen a memo listing some abatement requests and the assessor’s recommendations. Jason suggested the Selectmen look over the memo and act on it at their next meeting which will be on July 26, 2006.


In Planning and Land Use issues, Jason noted the Selectmen have received a request for a Waiver of Municipal Liability for a Class VI Road (Timber Lane). Selectman Farrell moved to approve the request for a Waiver of Municipal Liability for Timber Lane. The motion was seconded by Selectman Ingerson and carried 3-0.


CITIZENS’ CONCERNS


There were no concerns brought forward at this time.


TOWN MANAGER’S REPORT


Jason noted the negotiations have ended with both unions and the agreement is in draft form and is being given a final review. Jason will brief the Selectmen on the agreements before he leaves office.


The Superior Court has given their approval for the Town’s Special Town Meeting. The Town will be using paper ballots for the voting as this will be a substantial cost saving for the Town. The Selectmen will need to make arrangements among themselves to spend time at the polls on July 25th. Jason will post the results on the Town web page as he has in past elections.


On July 7th a Main Street Reconstruction meeting took place. Jason noted DOT has given the Town approval to proceed with the project and have approved the entire scope of the project.


Sewer and road work on Badger and Kelley Streets will not be completed this year. For the second time, there were no bids submitted for the work. Jason advised the Selectmen to carry over the allocation at budget time to 2007. It is hoped there will be a more successful bid process next year.


Fuel bids have come in at $2.46/gallon. This is a substantial increase from last years price at $1.92.


The new Emergency Management Plan update should be ready in a few months. Work continues on the update.


The first part of the centrifuge system will be here in mid August with the remainder of parts arriving in late August. Installation work will take approximately 2-3 weeks and should be up and running by late September.


The Town has Yield taxes for timber cuts this year in the amount of $31,000. This is an increase in Yield taxes over the last few years.


Police Chief Cam Brown invited the Selectmen and general public to a presentation by the State Special Operations Unit. The presentation will take place at the Littleton High School Music Room on Thursday, July 20, 2006 at 6:00 pm. Bob O’Connor will be asked to video tape the presentation for Channel 2.


Police Chief Brown noted that for the next several weeks, the police department will be short staffed as employees will be taking leave time.


Meghan McCarthy asked the Selectmen why the worksession with Tony Mincu had been cancelled. George Hicks stated he was the one who had cancelled the work session on advice from legal counsel. He said there were several issues he was waiting to get clarification on. She also asked who he was meeting with prior to this meeting. Selectman Hicks stated he had been meeting with Paul Skowron, a retired Town Manager from the Wolfboro area.


Tony Mincu asked to meet with the Selectmen in non-public session after this meeting.


Don Merrill asked if the Selectman are close to petitioning the Court for a Special Town Meeting with regard to the Opera House. Jason noted the Selectmen must decide when they want the voting to occur as every thing leading up to the actual voting day has a specific timeline which needs to be met. Also, if the Selectmen intend to add something to the November ballot, they must get permission from the Secretary of State’s Office as well.


Selectman Farrell moved to approve the Minutes of June 28, 2006 as amended. The motion was seconded by Selectman Ingerson and carried 3-0.


Selectman Ingerson moved to go into non-public session citing RSA 91A;3, 2b. The motion was seconded by Selectman Farrell and carried 3-0. Each member was polled and each agreed to go into non-public session.






The regular Selectmen’s Meeting adjourned at 4:30 pm. and the Selectmen immediately went into non-public session.
