MEETING MINUTES

LITTLETON OFFICE CONFERENCE ROOM

JUNE 28, 2006


Present: Chairman George Hicks, Vice Chairman Burt Ingerson, Selectman Ed Farrell, Town Manager Jason Hoch, Executive Assistant Cheryl Sargent


GRANT HEARING


Chairman Hicks opened the Grant Hearing at 3:45 pm.


Jason read the Hearing notices for the grants:


“US Department of Homeland Security Office of Grants and training has awarded the Littleton Fire and Rescue Department a T3MAX Thermal Imager for Fire Service Responders under the Commercial Direct Assistance Program (CEDAP) The office of Grants and Training sponsors the CEDAP to provide agencies with equipment and technology to fulfill their homeland security mission. The value of this Thermal Imager is estimated to be $18,000. The upkeep, maintenance and training of and for the equipment will be the town’s responsibility. The annual cost of upkeep and maintenance is estimated at $350-$450 per year. The Town will be responsible for inventory of this equipment.”


Jason noted the thermal Imager updates the current imager used by the Fire Department which is approximately ten years old.


The second Grant notice was read: “New Hampshire Department of Safety and the Fire/EMS Radio Interoperability Committee has allocated 22 portable Motorola Radios to be pre-programmed with statewide Fire/EMS Interoperability channels. Additional equipment will include belt clips, chargers, and speaker microphones to the Littleton Fire Department. All radios will have a three-year manufacturer’s warranty. The Fire Standards and Training Division of the Department of Safety will provide training statewide which will apply to portables and mobiles. In order to qualify for future Homeland Security Grants and Interoperable radio equipment, at least one of the Command Staff must be sent to these statewide training sessions. The value of these radios is $41, 333.60. The upkeep, maintenance and training of and for the equipment will be the Town’s responsibility. The Town will be responsible for inventory of this equipment.


Jason explained that these radios will be distributed to the full-time fire fighters and then to the on-call firemen according to seniority.


Selectman Farrell moved to accept the Grants for the Thermal Imager as well as the 22 portable Motorola radios. The motion was seconded by Selectman Ingerson and carried 3-0.

Chairman Hicks closed the Grant Hearing and opened the Selectmen’s Meeting at 4:00 pm.


Police Chief Cam Brown told the Selectmen that due to a medical emergency of one of the key presenters, the Central NH Special Operations Unit Briefing to the Selectmen would have to be rescheduled. The Board discussed rescheduling this briefing to July 20th. It was also discussed having the meeting at the High School Cafeteria at a later hour so that the public could be included in the briefing.


Chairman Hicks closed the Selectmen’s Meeting and opened the Board of Assessors Meeting.


Carol Cullen presented several abatement requests with recommendations made by the assessor.


Selectman Farrell moved to go with the assessor’s recommendations as noted in Carol Cullen’s memos dated June 20th, June 22nd, June 27th and June 28th, 2006. The motion was seconded by Selectman Ingerson and carried 3-0.


Chairman Hicks closed the Board of Assessors Meeting and reentered into the Board of Selectmen’s Meeting.


There were no citizens concerns brought forward at this time.


TOWN MANAGER’S REPORT


Jason suggested canceling the regular Selectmen’s Meeting on July 12th as Burt Ingerson and Ed Farrell will both be out of town. The Selectmen agreed to cancel to July 12th Meeting.


Selectman Farrell moved to accept $5,981 from the Littleton High School to set up a new scholarship in the name of “Patricia Stillings ESL Memorial Scholarship Fund”. The motion was seconded by Selectman Ingerson and carried 3-0.


Selectman Farrell moved to approve the listing of Traffic Control Devices as presented. This list has been reviewed and approved by the Police Department. The motion was seconded by Selectman Ingerson and carried 3-0.


Selectman Farrell moved to grant St. Rose of Lima Parish request to close the access to Jackson and Clay Streets from Main Street and the corner of Jackson and Clay Streets which cross High Street on July 30th from 12-6 pm for their Annual Parish Picnic. The motion was seconded by Selectman Ingerson and carried 3-0.


Selectman Farrell moved to approve the list of staggered terms of members of the Citizen’s Advisory Board as presented. The motion was seconded by Selectman Ingerson and carried 3-0.

After some discussion, the Selectmen agreed that the town’s current budget does not allow them to pay rent at the Community House for the Historical Society. The Society is capable of paying their own rent for the next six months, at that time, they may be back to the town for help.


Jason noted he is working with the unions and is very close to an agreement with both AFSME and SEA. This should take place within the next week or so.


The Court Hearing at Grafton Superior Court for the Town’s Petition for a Special Town Meeting will take place on Thursday morning at 9:00 am. Jason will be present with the Town’s legal counsel Jae Whitelaw.


Due to the extremely wet weather, the Highway Department is behind on sweeping as well as road striping.


Jason has the items which can be carried over into the 2007 budget ready to make it easier for the new Town Manager.


Jason advised the Selectmen of the problems and his displeasure with our new telephone service from G4. He added there have been multiple problems with the Town phones as well as the phones at the Transfer Station, Water & Light and the Library. Jason and Joe are trying to iron out the problems with G4.


Selectman Farrell moved to approve the minutes from June 24, 2006 as presented. The motion was seconded by Selectman Ingerson and carried 3-0.


The meeting adjourned at 5:00 pm.
