Meeting called to order by Vice Chair McMahon at 4:45PM. Meeting Minutes from August 22, 2018 were reviewed and approved by Ron Hemenway and seconded by Mary Menzies.

Alex Belensz provided an overview of the parking data collected by North Country Council. Parking counts were completed during good weather on Town owned or lease lots and prior to the start of River District utility construction along Mill Street & Ammonoosuc Street. Parking counts include how often parking lots were used at various times of the day. North Country Council will be reviewing the data and confirm locations of Town owned and leased parking lots with the Town and prepare a Draft Report within the month of September and submit to NHDOT for review by October.

Town Manager Dorsett provided an update on the Town leased lot behind Mascoma bank. The draft agreement includes a reduction in rent of $1,000 per month to $1.  Improvements such as lighting, fencing, signage and cleanup of the lots are being addressed and will hopefully address the safety concerns provided employees working on Main Street and the public at previous public meetings.   No other updates on available lease or purchase properties.

Mary Menzies shared her parking experience at Winooski, Vermont. She mentioned that the rates were $1 per hour and that there was a Kiosk which accepted credit cards.  Main Street meter rates were discussed, and most members felt that Littleton’s rate were low, by comparison, and would ask for input from the public and Austin Bailey/ Littleton Police Department.

Regarding Rails to Trails rail abandonment project, Town Manger Dorsett will check with the status with NHDOT and the Attorney General.

Town Manager Dorsett provided an update on Committee Membership.  The Board of Selectmen approved Chad Stearns as a Voting Member and Tony Illacqua and Wayne Morello as Alternates.  Town Manager Dorsett will follow up that notifications to members were made.

No public input taken. Next meeting set for September 19, 2018 4:30 pm at Community House Dining Room.
