Present:  Chairman Schuyler Sweet, Vice Chairman Franco Rossi, Selectperson Carrie Gendreau, Executive Secretary Ceil Stubbings

 

Others Present:  Chris Wilkins (Parks & Recreation Director) Amy Hatfield (Tax Collector), Joanna Ray (Planning & Zoning Administrator), Representatives from the Boy Scouts Troop 209, Dick Boulanger (Town Forrester).

 

Sweet called the meeting to order at 10:00 AM.

 

New Business:

Permission to serve alcohol at Remich Park – Parks & Recreation Event

Wilcox stated they would not be serving alcohol at the event.  He has been working with the state and Shillings on licensing for the event.  It ended up not working out.  He had paperwork with him for the state, but with our Town bylaws, we need permission from the Select Board due to the Town ordinance to serve alcohol on Town owned property.  Wilkins stated they need the license and the Board’s approval to do it.  Wilkins just wanted the board to be aware of the process and the safety items they had put in place.  In the future, they are hoping to have events where they are able to serve alcohol.  They have to have fenced in area and a bouncer checking that no one under the age of twenty-one gets into the area.  There is a MTS course that someone from the Town must take.  A current member of the Parks & Recreation Commissioner’s already have taken the course.  Wilkins said it ended up not working out because of the way the license is written.  They wanted us to buy the alcohol and have them serve but they would be in charge of pouring.  Wilkins said he did not have the resources or time to buy and serve the alcohol.  Moving forward the documents the Chief of Police and the Fire Chief’s signature.  Sweet said he would suggest we give Wilcox the permission to do so with the stipulation statement of as long as State, Federal and Local regulations are adhered to.  Gendreau made the motion to give permission to serve alcohol on a Town-owned property of as long as State, Federal and Local regulations are adhered to.  Rossi seconded the motion.  Motion passed 3-0.

 

Board of Assessors:

Partial Exemption, Faith Bible Church, 365 Union St., Map/Lot 79-148 & 79-150
Rossi made the motion they grant the exemption.  Gendreau seconded the motion.  After a brief explanation, the board voted unanimously to approve the exemption. 

 

Abatement 2018 Tax Year, Faith Bible Church, 365 Union St., Map/Lot 79-148 & 79-150, Recommended Abatement Amount $3,725.83.
Gendreau made the motion to approve the abatement.  Rossi seconded the motion. Motion passed unanimously.

 

Land Use Change Tax, Stanley B. Parker III, Partridge Lake Rd., Map/Lot 52-32.  Recommended Land Use Change Tax in the amount of $70.00.
Sweet explained the landowner built some kind of structure on land that was under current use.  He now has to pay for it.  Gendreau made the motion to approve the tax.  Rossi seconded the motion.  Motion passed 3-0.

 

Boy Scouts Troop 209.  2017 Timber Yield Tax Abatement Request.  Requesting a $300.00 abatement.  The deadline to request the abatement expired.  The deadline is 90 days after the cut date.
Rossi made the motion to deny the request for an abatement.  Gendreau seconded the motion. 
Dick Boulanger stated Joanna had stated there was a possibility this would be presented to the board last spring.  But for some reason a meeting couldn’t be arranged.  Boulanger said that in general if they do away with this request it will not make any difference.  Rossi said his concern is the time to request an abatement has expired. He does not want to set an example.  There was a brief discussion as to why the request was late and the timeliness of when the required documentation was received.  Amy Hatfield stated they should discuss how the billing is done.  It is billed on ten percent of the stumpage value.  It is not ten percent of what they made off of the cut.  Hatfield said that is state regulations.  Hatfield believes the Boy Scouts misunderstood how the bill is raised.  Once again stating it is not ten percent of what they made off of the cut, but ten percent on the total stumpage.  Boulanger said it appears the requests for the abatements is a relative misunderstanding by the land owner.  Both the 2017 and 2018 assessments are correct.  The representative for the Boy Scouts said that access was a serious problem and should be considered as a factor.  Sweet asked if they should make an exception.  He asked for an opinion from Hatfield, Ray and Boulanger.  Hatfield said she feels the 2017 computation was done correctly.  Her opinion is that the abatement be denied.  Both Ray and Boulanger felt the request should be denied.  Sweet asked for a vote on the motion to deny.  Motion passed to deny 3-0.

 

Boy Scouts Troop 209.  2018 Timber Yield Tax Abatement Request.  Requesting a $400.00 abatement.  Rossi made the motion to approve.  Gendreau seconded the motion.  Rossi said the request is made due to poor accessibility and the poor quality.  One of the representatives for the Boy Scouts said the access was difficult.  Boulanger said he constructed the access some twenty-five years ago.  Hatfield pointed out the misunderstanding of the property owner about the bill being ten percent of what was taken in from the cut.  Boulanger stated that Ray’s computation of the tax was within four percent of what they took in.  Boulanger said they were paid $13,029.  Rossi said that translates to less than fifty bucks.  Boulanger agreed with Rossi.  Sweet said he would like the three opinions as in the previous request.  Hatfield said it should be denied.  Ray said she had faith in Boulanger’s assessment.  Boulanger said Ray assessed at a lower rate this year as compared to last year.  Sweet asked for a vote on approving the request.  The vote to approve failed by a vote of 3-0.  Sweet asked for a motion to deny.  Rossi made the motion to deny.  Gendreau seconded the motion.  Motion to deny passed 3-0.

 

 Rossi made the motion to adjourn.  Gendreau seconded the motion.  Motion to adjourn passed
3-0.The meeting adjourned at 10:30 AM.
