BOARD OF ASSESSORS MEETING

Present:  Town Manager Andrew Dorsett, Chairman Schuyler Sweet, V. Chairman Franco Rossi, Selectperson Carrie Gendreau, Executive Secretary Ceil Stubbings

Sweet called the meeting to order at 10:30 AM.

Abatement No. 226
Sewer Adjustment/Abatement
Carol Ann Gillis, 26 Clay Street, Map/Lot 78-162, Amount $1,220.16, 2018 Tax Year.  Abatement amount will be deducted from the current bill, the property owner will pay the difference.  Rossi made the motion to approve.  Gendreau seconded the motion.  Motion to approve passed 3-0.

Property Tax Abatement
James W. McKinley, Sally E. Trimble, 338 Mount Eustis Rd., Tax/Map 95-1, Amount $3,836.08, 2017 Tax Year. 
After corrections the assessment is reduced by $148,570 and it is recommended that an abatement in the amount of $3,836.08, plus applicable interest be granted.
Rossi made the motion to approve. Gendreau seconded the motion.  Motion to approve passed 3-0.

Property Tax Abatement
Jeffrey L. Winn, Timber Lane, Tax/Map 67-90, Amount $172.99, 2017 Tax YearAfter corrections the assessment is reduced by $6,700 and it is recommended that an abatement in the amount of $172.99, plus applicable interest be granted.  Gendreau recused herself from the vote.  Rossi made the motion to approve.  Sweet seconded the motion.  Motion to approve passed 2-0 with 1 abstention.

Property Tax Abatement
Jeffrey L. Winn, Timber Lane, Tax/Map 67-70, Amount $0.00, 2017 Tax Year
The subject property is a vacant 0.33 acre lot.  The owner requests an abatement due to the topography.  There was an inspection on 4/11/2018 and determined the topography of the lot made the lot not as easy to build upon as other lots in the neighborhood.  A condition factor of0.75 was already applied to the lot to address the topography issues.  It is recommended the abatement request be denied.  Rossi made the motion to deny. Sweet seconded the motion.  Motion to deny passed 2-0 with 1 abstention.

After corrections the assessment is reduced by $6,800 and it is recommended that an abatement in the amount of $175.58, plus applicable interest be granted.  Rossi made the motion to approve.  Sweet seconded the motion.  Motion to approve passed 2-0 with 1 abstention.

Property Tax Abatement
Franco D. Rossi, Sandra L. Rossi, 17 Pleasant St., Tax/Map 78-185, Amount $0.00, 2017 Tax Year.  The subject property is a multifamily dwelling on a 0.23 acre lot.  The owner requests an abatement due to inventory errors.  A complete inspection on 4/26/2018 determined there were some inventory items that needed to be corrected.  The total room count was corrected along with the occupancy.  These corrections did not change the value of the property.  It is recommended the abatement request be denied.  Rossi recused himself from the vote.  Sweet made the motion to deny.  Gendreau seconded the motion.  Motion to deny passed 2-0 with 1 abstention.

David Currier, 90 Redington St., Tax/Map 86-41, Amount $965.67, 2017 Tax Year.  After corrections the assessment is reduced by $37,400.  It is recommended that an abatement in the amount of $967.67, plus applicable interest be granted. Rossi made the motion to approve. Gendreau seconded the motion.  Motion to approve passed 3-0.

Stephen J. MacIver Trustee, Linda L. MacIver Trustee, MacIver Family Irrevocable Trust, 956 Foster Hill Rd., Tax/Map 52-1, Amount $69.71, 2017 Tax Year. 
After corrections the assessment is reduced by $2,700 and is recommended that an abatement in the amount of $69.71, plus applicable interest be granted.  Gendreau made the motion to approve.  Rossi seconded the motion.  Motion to approve passed 3-0.

Brittany Marvin, 165 Beacon St., Tax/Map 79-217, Amount $488.00, 2017 Tax Year.  After corrections the assessment is reduced by $18,900.  It is recommended that an abatement in the amount of $488.00, plus applicable interest be granted.  Gendreau made the motion to approve.  Rossi seconded the motion.  Motion to approve passed 3-0.

Property Tax Abatement
Various – Tax/Map 999-005, 41-8, 73-60, 42-24, 42-10, 42-2, 2017 Tax Year
Public Service CO of N. H.  The subject property are utilities and land rights.  The abatement request is the owner feels the equalized assessment exceeds fair market value of the property.  It is recommended the abatement be denied.  Rossi made the motion to deny.   Gendreau seconded the motion.  Motion to deny passed 3-0.

Directv, Inc., 1085 Mt. Eustis Road. Tax/Map 99-18, 2017 Tax Year. 
The owner feels the equalized assessment exceeds fair market value.  It is recommended the abatement be denied.  Rossi made the motion to deny.  Gendreau seconded the motion.  Motion to deny passed 3-0.

Abatement No. 3117
Property Tax Abatement
Fairpoint Communications, Various, Tax/Map 999-007, 2017 Tax Year.  The owner feels the equalized assessment exceeds fair market value.  It is recommended the abatement be denied.  Gendreau made the motion to deny.  Rossi seconded the motion.  Motion to deny passed 3-0.

Conservation Restriction Land, Tax/Map 91-87, 2018 Tax Year.  The recommendation is to approve the request from Ammonoosuc Conservation Trust.  The board voted by unanimously to defer making a decision on this until they had more information.  The board will make a decision at the Board of Selectmen’s meeting scheduled for June 11th.

The board held a brief discussion on the NHMA Elected Officials Course they attended the previous week.  Rossi made the motion to adjourn.  Gendreau seconded the motion.  The meeting adjourned at 11:15 AM.
