PRESENT:  Chair Linda MacNeil, Vice Chair Tony Ilacqua, Mary Menzies, Milton Bratz, and Joanna Ray (recording secretary)  

 

EXCUSED: Jim Daly, Val Poulsen, Bruce Ralston and Colin Trahan

 

Chair MacNeil called the meeting to order at 6:40. 

 

The Board reviewed the following minutes:

January 2, 2018 – Joanna needs to add that Milton seconded Val’s motion to approve the subdivision.

February 20, 2018

Vice Chair Ilacqua made a motion to approve the minutes as amended.  Milton seconded the motion.  The motion passed by all.

 

The Board discussed changing the meeting time to 6:00 PM.  All present Board members agreed.  Joanna will ask the excused Board members if they have a conflict with this change.  The new meeting time will be voted on during the Board’s next meeting on April 17, 2018 at the regular time of 6:30.

 

The Board discussed Accessory Dwelling Units.

 

Chair MacNeil stated that detached ADU’s fall under the “Addition Site” of the Subdivision Regulations.  ADU’s are intended for “aging in place”.  Vice Chair Ilacqua added that ADU’s are beneficial to those that need assisted living.

 

Milton asked if anyone thought ADU’s should be allowed by right, Special Exception, or Conditional Use as stated in RSA 674:21.  Chair MacNeil replied that a Conditional Use permit should be issued by the Planning Board.

 

Mary stated that waste disposal should be considered when adding an ADU. 

 

Milton asked if the owner of the building should be one of the residents.  The statute says the Town “may” require it. 

 

Mary and Chair MacNeil agreed that RSA 674:73 was an afterthought of 674:72.  RSA 674:73 discussed detached ADU’s.

 

There was discussion about how the Planning Board would be enforcing a Zoning Ordinance regulation and that perhaps the Planning Board should draft the Ordinance section for the Zoning Board to enforce.  In order to get a better idea on what Board members want to see in the Ordinance that would be more stringent than the RSA, they will create lists to be discussed at the April 17, 2018 meeting.

 

Vice Chair Ilacqua suggested inviting the ZBA to future ADU discussions.  Mary agreed that inviting the ZBA would enhance cooperation. 

 

The following tentative schedule was set. The first Tuesday in May would include the Election of Officers.  The ZBA would be invited to join the ADU discussion on the second Tuesday in May.  If ready, the PB public hearings would be in June.

 

The Board discussed a possible zoning violation on Mount Eustis Road.  The information will be passed along to the Zoning Officer.   There could be a public safety issue to address as well as an increased assessment.

 

At 7:45, Vice Chair Ilacqua made a motion to adjourn.  Milton seconded the motion.
