BOARD OF SELECTMEN’S MEETING

Present:  Town Manager Andrew Dorsett, Chairman Schuyler Sweet, V. Chairman Franco Rossi, Selectperson Carrie Gendreau, Executive Secretary Ceil Stubbings

Sweet called the meeting to order at 5:00 PM.

Pledge of Allegiance

Appointments:
Cathy Conway (NCIC) – RDBG Farmers Market Application
Cathy advised the board she was applying for a grant in the amount of $28,200 to provide funds for the development of a parcel of land into the Littleton Commons.  There are plans for a pavilion and a formal gravel parking area that will provide access to downtown businesses as well as the farmers market.  The Town is also considering the location of a new recreation facility on the property as well as for an ice hockey rink.  There is a $10,000 match that will come from previously allocated funds.  Gendreau made the motion to support the grant application.  Rossi seconded the motion.  Motion passed 3-0.

Brian Patnoe, Transfer Station Manager – Littleton Greenup Day
Brien Patnoe announced this coming Saturday is the Town’s annual Green-up Day.  Last year we had about fifty participants and are hoping for seventy-five to one hundred this year.  It will start at nine o’clock with a fifteen-minute safety briefing.  Lunch will be served around 12:30 at Remich Park.  There also will be a clothing drive at the Library from 9:30 AM to 4:00 PM. 

Town Manager’s Report:
Quarterly Financial Overview
Karen Noyes reviewed the highlights of the report reflecting the budget as of March 30, 2018.

Cemetery Lot Fee Increase
Tom Alt advised there are three cemeteries in Town.  We bury at Wheeler Hill, which is a Town-owned cemetery.  We also buried at Glenwood.  In order to maintain fiscally, we need to make adjustments at times. The only source of income they have is from selling grave lots and burial services.  We adjust our prices about two percent each year.  We are here today to ask your support to increase our rates at Glenwood and Saint Rose.  Rossi said he had very little experience with the cost of lots and what he does have experience with is not from around here.  These fees seem very reasonable.  How do they compare to other Town’s?  Tom Alt said we are high.   Rossi made the motion to support the new rates as presented.  Gendreau seconded the motion.  Motion passed 3-0.

White Mountain Regional Airport – Grant Application Support Letter for a new “fuel farm."
Dorsett said the airport is trying to increase their fuel supplies.  This is a step in the right direction it will provide a fuel farm.  It will increase the usage of the airport.  Sweet said the letter is only a letter of support.  Rossi made the motion to support the grant application.  Gendreau seconded the motion.  The motion passed 3-0.

Committee, Board and Commission Appointments:
Town/School Budget Committee:
Sweet made the motion to appoint Steve Kelley, Diane Cummings, Chris Sweeney and Joanne Melanson to the Town/School Budget Committee for three-year terms.  Gendreau seconded the motion passed 3-0.

Opera House Management Commission
Rossi made the motion to appoint George Mitchell as a full voting member for a three-year term and Don Merrill as an Alternate member of the Opera House Management Commission for three-year terms.  Gendreau seconded the motion.  Motion passed 3-0.

Conservation Commission
Gendreau made the motion to appoint Tom Alt, Mary Boulanger, and Roger Merrill to the Littleton Conservation Commission for three-year terms. Rossi seconded the motion.  Motion passed 3-0.

Planning Board
Sweet made the motion to appoint Linda MacNeil and Tony Ilacqua to three-year terms and to appoint Milton Bratz as an Alternate for a one year term. And further to appoint Franco Rossi as the Ex-Officio member of the BOS to the Planning Board.  Gendreau seconded the motion.  Motion passed 3-0.

Zoning Board
Rossi made the motion to appoint Jim McMahon as a full voting member and Guy Harriman as an Alternate to the Zoning Board for three-year terms.  And further to appoint Eddy Moore as an Alternate for a two-year term.  Gendreau seconded the motion.  Motion passed 3-0.

Water & Light Commission
Gendreau made the motion to appoint Schuyler Sweet to the Water & Light Board of Commissioners for a three-year term.  Rossi seconded the motion.  Motion passed 3-0.

Energy Conservation Committee
Sweet made the motion to appoint Ron Bolt and Bob O’Conner to the Energy Conservation Committee for three-year terms.  Gendreau seconded the motion.  Motion passed 3-0.

River District Redevelopment Commission
Rossi made the motion to appoint John Hennessey, Chad Stearns, and Nicholas Hayden for three-year terms on the River District Redevelopment Commission.  Further to appoint Mary Boulanger as the Conservation Commission Representative for a three-year term and Nathan Karol for a two-year term as the Chamber of Commerce Representative.  Gendreau seconded the motion.  Motion passed 3-0.

Littleton Dog Park Committee T

Gendreau stated the Littleton Dog Park Committee is still accepting self-nominations to join the committee.  Residency is not a requirement. No one has requested an appointment.  The committee is recruiting on their own.  No appointments are required at this time.

Cultural Arts Advisory Commission
Gendreau made the motion to appoint Janice Kirk, Jason Tors and Doug Evelyn for one-year terms, and Andrew Lidestri, Jennifer Fulford and Sue Pilotte for two-year terms, and Victoria Cole, Meagan Carr and Jennifer Donovan and Chad Fillion for three-year terms to the Cultural Arts Advisory Commission.  Rossi seconded the motion.  Motion passed 3-0.

Pemi Baker Solid Waste District
Sweet made the motion to appoint Brian Patnoe as a voting member and Andrew Dorsett as an alternate for three-year terms to the Pemi Baker Solid Waste District.  Gendreau seconded the motion.  

Motion passed 3-0.

Public Comments:
Rudy Gelsi he wanted to know about the letter from the airport.  Do they want money?  Sweet told Gelsi the airport wants a letter of support for an application to bring jet fuel to the airport.  Gelsi wanted to know why they ask us.  Sweet said it is because we are a member of the commission.  Rossi reiterated that it is just a letter of request and they are asking for the same letter from the other Town’s that belong to the commission.  Gelsi asked why this guy ask this all the time from the people of Littleton.  Sweet told him it is because we are a part of it, we are a member of it. 

Linda MacNeil asked Sweet why he has not yet appointed himself to the Planning Board as an ex-officio.  Sweet said it is because Franco volunteered for the position.  Sweet it is also because he is very busy with other commitments, such as being the chair and now a member of the Water & Light Commission. 

Gelsi asked if the cemetery is asking for a two or four percent increase.  Rossi said it was four percent, two percent from the last two years. 

Andrew Dorsett just wanted to add that there is going to be a lot of construction this year.  There will be several meetings held during the construction keep the public informed.  Sweet said they are also planning on presentations by the Town Manager on a couple of issues that are constantly moving targets.  One of them is the Solid Waste District and what it is doing and how it is doing.  The other is an update on the status of grant applications and so on.  Rossi asked if and when there will be another TAP meeting regarding the sidewalk project.  Dorsett said they are currently working on a timeline and he will let the board know when the meeting will take place.
