BOARD OF SELECTMEN’S MEETING
MONDAY, MARCH 12, 2018

AGENDA

Present:  Town Manager Andrew Dorsett, Chairman Schuyler Sweet, Vice Chairman Franco Rossi, Selectman Milton Bratz, Executive Ceil Stubbings

 

Others Present: Chief Paul Smith, Officer Bryce Lineman, Chris Wilkins (Parks & Recreation) Joe DePalma (Public Works Director), Rudy Gelsi, Karen Noyes (Finance Director)

Sweet called the meeting to order at 5:00 PM

Appointments:

Littleton Police Department – Introduction of Patrol Officer Bryce Lineman
Sweet introduced Patrol Officer Bryce Lineman of the Littleton Police Department.

Sweet announced the swearing-in paperwork had not been completed on time and will be ready for the swearing-in ceremony on the March 26th meeting.

 

Park & Recreation Commissioners – Introduction of Christopher Wilkins – Parks & Recreation Director
Dorsett introduced Chris Wilkens as the new Parks and Recreation Director.  He is already demonstrating his creativity and his ability to adapt to the community. 

Town Manager’s Report:
Dorsett said that earlier this year we agreed to do a statistical update to the property values and provided the schedule for the updates.  The next thing is the Transportation Alternative Program.  We just had a kickoff meeting.  A lot of these projects have a lot of processes.  This project is due to the award from the TAP Program with about $800,000 in grant funds.  There is about $200,000 in a bond match.  This includes various streets but the most expensive portion is going to be on Cottage Street.  We are starting our study phase.  We will be coordinating with the utilities and with the DOT.  We will be holding public meetings to hear public concerns.  We will then move onto preliminary design and construction.  We feel confident construction can begin in 2019.  Dorsett updated the board on several other ongoing projects. 

Old Business: 
Town Meeting Day Setup
Sweet said the board has set up a schedule where all three selectmen will take shifts to be present during Town Meeting Day.  Joe DePalma said the highway garage has already been set up and will be ready for Town Meeting Day.  


River District Redevelopment Commissioners September 2017 appointment recommendations.
Sweet stated that due to a lack of communication some appointments were missed.  The Commission made some appointment recommendations in September 2017.  The recommendation was to reappoint Alycia Vosinek and Jim McMahon.  Rossi made the motion to appoint the recommendation.  Bratz seconded the motion.  Motion passed 3-0.  Sweet said the other appointments will be made at our next meeting on March 26.  Stubbings said they will not be appointed until the first meeting in April.  Sweet said members whose terms are expiring have been sent letters to determine if they wish to be reappointed.

New Business:
2009 Expedition Cruiser Bid Opening

Chief Smith said the vehicle was put out to bid and they only received one response. Chairman Sweet said the bid was from Banford Motors in Stanton Island, New York.  The bid amount is $1,281.00.  Rossi made the motion to accept the bid.  Bratz seconded the motion.  Motion passed 3-0.

Public Comments:
Rudy Gelsi asked the Town Manager if he contacted North Country Counsel when he needed to apply for a grant.  Dorsett said he would go ahead and apply for a grant and then contact North County Counsel for a letter of support.  Dorsett explained the various grant application process to Gelsi. Gelsi asked if the Town was ever refused a grant.  Sweet advised the TIGER grant was denied more than once.  Sweet said many grants are done on a score basis, where they put aside a number of dollars.  Ten people are going to get the grant.  If there are 200 applications, some are going to get denied.  Gelsi asked if there was a limit.  Sweet said there is no limit, you can apply for as much as you want.  Joe DePalma told Gelsi that Andrew is the grant king.  Gelsi said he is trying to stop it. 

Sweet said he would like to close the meeting but to thank Milt for his service as a selectman over the last six years. Sweet said Milt has taught him a lot and he suspects there is still a lot to learn.  Milt was presented with a certificate of appreciation at this time. Rossi made the motion to adjourn.  Bratz seconded the motion.  Motion passed 3-0.  The meeting adjourned at 5:49 PM.
