MONDAY, MARCH 13, 2017

Present:  Town Manager Andrew Dorsett, Chairman Milton T. Bratz, V. Chairman Schuyler Sweet, Selectman Edward Hennessey, Executive Secretary Ceil Stubbings

Others Present:  Chad Fillion (Channel 2), Rudy Gelsi, Chief Paul Smith (Littleton PD), Karen Noyes (Finance Director), Joe DePalma (Public Works Director), Gerald Winn (Town Moderator), Kim Delutis, Mary Edick, Bill Latulip, Sherry Latulip, TJ Ilacqua

Bratz called the meeting to order at 5:00 PM

Town Meeting Physical Layout
Bratz announced the agenda had only one item this evening regarding the layout of the town meeting at the highway garage.  There have been some modifications made since the last election.  Gerald Winn the Town Moderator was present to answer any questions from the public.  Joe DePalma was present to explain the changes.  Schuyler Sweet wanted to explain why this subject was being discussed.  The volunteers at the elections came to the board to complain about the traffic flow.  It is the board’s responsibility to make sure Town Meeting runs smoothly.  Joe DePalma went through the changes that he and the Town Clerk had drafted.  Bratz said there is an RSA that states there should be two flags hanging one outside weather permitting and one inside.  DePalma said they were in compliance with the RSA. 

Rudy Gelsi asked if the outside where everyone stands with signs is going to be covered.  DePalma said no.  They do not have a weather proof tent for the weather they are predicting tomorrow.  Gelsi stated at the last election the tent that was set up was blown away by the wind.  Schuyler Sweet told Gelsi to wear a hat.  Gelsi told Sweet to wear a hat and stay outside.  Sweet said he would.  Mary Edick suggested that the Town should not spend tax payer’s money to put up a shelter for people who want to stand outside. They can bring an umbrella.  Gerald Winn said the weather prediction is estimating 12 to 18 inches of snow with heavy winds.  Some citizens have asked if the meeting can be cancelled and rescheduled.  Ed Hennessey stated the meeting cannot be cancelled because there are no snow days for elections.  An SB2 Town cannot cancel Election Day.  Winn asked if the weather becomes extremely bad is it possible to have a delay.  Hennessey stated that everything has been posted and did not believe that was a possibility either.  TJ Ilacqua asked what would happen if the Governor called a state of emergency.  What if the government closes at two in the afternoon?  Is there a contingency plan?  Gerald Winn said they asked the question when they had the phone conversation with the Governor’s office at 2:00 PM this afternoon.  Once it is in motion it stays in motion.  Bill Latulip said they talked about it on Channel 9 how some towns were delaying their town meetings.  Ed Hennessey said Channel 9 was very unclear.  Sweet said that due to the fact the storm is coming, vote early.  DePalma thanked the police department for their help setting things up a day early.  He also thanked the fire department for rearranging their facility to store some of the highway department equipment overnight.  There being no more questions or topics on this item Bratz asked if there were any public comments.

Public Comments:
Rudy Gelsi wanted to talk about the voting machine.  He went to the moderator and asked him when the last time the voter machine was calibrated.  The moderator told him he could not tell him when the last time the voter machine was calibrated.  Gelsi said that as far as he knows there should be a sticker on the machine from the company who performed the calibration listing the date.  If this sticker is not on the machine tomorrow there is going to be a little bit of a problem. Bratz asked Gelsi what he was implying.  Gelsi said his concern is that the voting machine has to be calibrated.  Bratz asked Gelsi if the machine is not calibrated that the vote would not be correct. Gelsi said he would have to ask his friend Trump.  Karen Noyes that is a questions that should be asked of the Town Clerk Judy White.  Gelsi said the machine has to be calibrated, it is the law.  Bratz asked if there were any other comments.  There being none Bratz thanked Ed Hennessey for his time on the board and that this would be his last meeting.  The board will take a short break before going into a nonpublic session.

Board Action:  None

Sweet made the motion to go into a nonpublic session per the following RSA’s:__X_ RSA 91-A:3, II (a)  The dismissal, promotion, or compensation of any public employee or the disciplining of such employee, or the investigation of any charges against him or her, unless the employee affected (1) has a right to a public meeting, and (2) requests that the meeting be open, in which case the request shall be granted.

Hennessey seconded the motion.  The board entered into the nonpublic session at 5:33 PM after a unanimous roll call vote.  The board discussed the Town Manager’s goals and objectives for 2017.  The board came out of the nonpublic session at 5:51 PM.  Sweet made the motion to seal the minutes.  Hennessey seconded the motion.  Motion passed 3-0.  Sweet made the motion to adjourn. Hennessey seconded the motion.  Motion passed 3-0.  The meeting adjourned at 5:52 PM.
