BOS Work Session Minutes - January 28, 2019

3:00 PM

Present:  Town Manager Andrew Dorsett, Chairman Schuyler Sweet, Selectperson Carrie Gendreau, V. Chairman Franco Rossi excused, Executive Secretary Ceil Stubbings

Others Present:  Ralph Hodgman, Rudy Gelsi, Robert Blechl (The Caledonian), Karen Noyes (Finance Director), Chief Joe Mercieri (Littleton FD), Gerald Winn (Moderator), Judy White (Town Clerk), Nick Meachen (Littleton High School Intern)

Sweet called the work session to order at 3:00 PM.

The Board reviewed the Warrant Articles and identified what articles need to be amended at the Deliberative Session at Gerald Winn’s direction.  The board then assigned the warrant articles to the select board members who would present them as follows:

The Warrant Articles have been assigned as follows:
Franco Rossi:
Will read the First Session and Second Session Notice after calling the Deliberative Session to order.

Gerald Winn will address some housekeeping issues as listed below:
Article 2 Sewer Storm Water Roadway and Street Project Sub Area-2
To see if the Town will vote to raise and appropriate the sum of $6,322,300 (Six Million Three Hundred Twenty-Two Thousand Three Hundred Dollars) for the purpose of Sub Area-2 correct line three to read as follows: repair and replacement of the sewer lines and storm water collection system.  The change is for clarification purposes. 

Article 3 Partridge Lake Phosphate Reduction Study/Design
Add (3/5 Ballot Vote Required).

Article 12 Opera House Heating System Repairs, Replacement.  Take out at the on line 2.

Articles 26 and 27 need amendments to the amounts.
Article 26 Chamber of Commerce Downtown Beautification.
Decrease Downtown Piano Tuning & Painting from $2,200 to $1,200.
Increase Downtown Seasonal Decorations $1,000 to $2,000.  The total remains $11,650.

Article 27 Chamber of Commerce Downtown Community Events
Decrease the Gathering of the Jack O Lanterns from $1,755 to $1,655.
The total amount is reduced from $2,755 to $2,655.

Motions need to be made and seconded to accept the amendments and voted on.

Rossi will read and make the motion.
Article 1 – Election of Officers. 

Gendreau: will read the Article 2 as amended and Articles 3 and 4.

Rossi will read Articles 5, 6 and 7.

Gendreau will read Articles 8, 9 and 10.

Rossi will read Articles 11, 12 as amended and 13.

Gendreau will read Articles 14, 15 and 16.

Rossi will read Articles 17, 18 and 19.

Gendreau will read Articles 20, 21 and 22.

Rossi will read Articles 23, 24 and 25.

Petitioned Warrant Articles:
Gendreau will read Articles 26 as amended, 27 as amended and 28.

Rossi will read Articles 29, 30 and 31.

Gendreau will read Articles 32, 33 and 34.

Rossi will read Articles 35, 36 and 37.

Gendreau will read Articles 38 and 39.

Sweet asked for a motion to adjourn.  Gendreau made the motion.  Sweet seconded the motion.  The work session adjourned at 4:00 PM.
