Ammonoosuc River Local Advisory Committee (LAC) Meeting Approved Minutes
Haverhill, Bath, Landaff, Lisbon, Littleton, Bethlehem, Carroll, Unincorporated Places
Wednesday, June 2, 2010
Members in Attendance: Michael King, Bill Harris (Haverhill), Rick Walling (Bath),
Errol Peters (Landaff), Steve Jesseman (Lisbon), Charlie Ryan, Jessica Willis, Connie
McDade (Littleton), Marilyn Johnson (Bethlehem), Leslie Bergum, Linda Dowling
(Carroll), John Scarinza (Jefferson))
Members Absent: Karen Pearson (Bethlehem), Joan Karpf (Carroll), and Mike Waddell
(Gorham)
Members of Public in Attendance: Bill Dowling (Carroll)
Review and Approval of May Minutes
Chairman Charlie Ryan opened the meeting at 4:30 p.m. at the North Country Council.
Michael made the motion to approve the May minutes, seconded by Rick. Approved.
Treasurer’s Report
Michael provided a handout to the members and explained the entries. He said the 2009
Carroll and Bethlehem public support payments got misplaced and suggested writing
those receivables off. A motion was made by Rick to write off the $50 payment of public
support from both Carroll and Bethlehem for 2009. Linda seconded the motion. Passed
by unanimous vote. Haverhill, Landaff, and Carroll have paid for 2010. Leslie corrected
spelling of Carroll. Connie made the motion to accept the Treasurer’s Report. Leslie
seconded the motion. Passed by unanimous vote.
Correspondence
1. Announcements and Letters
• Connie provided members with change of e-mail address for Bill Harris.
• Announced that Linda Dowling is now an official member.
• Informed members HB1689 passed, protecting LACs from sunset.
• Charlie welcomed aboard new member, John Scarinza (Jefferson), who will
be representing unincorporated places.
2. Incoming NHDES Permit Applications (none)
3. Discussed Sale of State Owned Land in Bath (approximately 6-acre parcel with
house) on US Route 302/10 by the Ammonoosuc River. Rick, Leslie, Joan and
Connie looked at the site on May 26. Following review, the consensus of the
members was LAC does not have an issue with the sale. Chairman Ryan will send
an e-mail message to Laura Weit-Marcum, NHDES Acting Rivers Coordinator.
Old Business
1. Town Issues
• Leslie discussed BW water main break as relates to the river. Photos to Ted
Walsh, NHDES VRAP. Notified Andrew Schafermeyer, Fisheries Biologist
NH F&G, as salmon fry and stock fish were released before the incident.
• Linda updated members about Old Town Road issue in Carroll. DES
communicated with BOS about wetlands being drained, culvert taken out
and wetlands restored (90 day extension).
• Marilyn provided information about dumping on forested wetland behind
town garage on Prospect Street in Bethlehem. Town voted to pay cost of
restoration.
• Charlie discussed plans to replace culvert on Highland Avenue, Littleton.
2. The Ammonoosuc River LAC participated in F&G Atlantic Salmon Fry Stocking.
3. Leslie reported on ARLAC water quality monitoring of 12 sites for VRAP on
5/26 and plans for additional tests of e.coli, phosphorus, and chloride this
summer. Discussed sites to test, holding time before reaching the lab, and
frequency of testing.
New Business
1. Discussed Lecture Series for Public Outreach part of Management Plan. Excellent
program set up by Tara Bamford, North Country Council Planner. Appreciation
expressed for offer to provide food, however members said they could eat at home
before the meeting. Plan is to have shortened LAC meeting take place in the barn
to begin at 6 p.m. with lecture to start at 7 p.m. Schedule of program dates
provided.
2. Charlie is setting up a Stream Crossing Rules Workshop with the DES to take
place at VFW in Littleton. Members of LAC, Planning Boards and Conservation
Commissions will be invited to attend. Date to be announced.
3. Rick provided Connecticut River Joint Commission Guidelines for Doing DES
Application Reviews, which LAC can use as a baseline to standardize the
reviews.
4. Rick update LAC members about the Connecticut River Joint Commission.
5. LAC members are invited to attend informational meeting being sponsored by the
North Country Council on June 8 @ 7 p.m. in Jefferson at Town Hall. Sandy
Crystall, Senior Resources Manager for NHDES Wetland Bureau will discuss
water resource regulations and wetland protection statutes. Meeting geared for
BOS, PB, and CC members. Randolph wetland Protection will be discussed. If
you have questions for the speaker, e-mail in advance of the meeting to Carole

6. Mike asked that it goes on the agenda for July LAC meeting to discuss applying
for 604B Grant to do inventory.

Marilyn made the motion to adjourn, which was seconded by Steve. Passed. Meeting
adjourned at 5:55 p.m.
