LITTLETON CAPITAL IMPROVEMENTS PROGRAM COMMITTEE
MEETING HELD ON 8 JULY 2010
Present: John Lofgren, Ron Bolt, Jim Daly, and Jessica Daine
Administration: The minutes from the meetings on 24 and 30 June were approved.
Old Business: Jim asked about the best place to include items having to do with public works (roads, sewers, etc.). It was agreed that since the town does not have a public works administrator, we would include these items under Town Government.
A discussion was held on how best to handle the extensive and detailed projects list (30 items) submitted by the Fire Chief. It was agreed to ask the Chief to concentrate on the dozen or so high priority items, ones that are likely to need to be funded completely or starting in 2011 or 2012. The committee will also ask the Chief to brief any other projects that he thinks we should know about at this time. John explained that while some of the items looked like operating budget matters, purchases have been deferred for one or more years and the backlog is really beginning to add up and success in funding some of these might be more likely as the result of a warrant article. In any event, as with all departments, the committee will have to take economic realities into consideration when supporting some of these projects.
New Business: Ron mentioned that he had received input from Tom Considine on projected Littleton Water and Light infrastructure projects out to 2020. Since LW&L typically funds their projects out of user fees, we do not need to integrate this list into the financial section of the CIP Report. Jim was asked to find the best place to include the information, which everyone agreed should be in the report.
The next meeting will be 22 July and feature Fire Chief Joe Mercieri’s presentation.
