LITTLETON ENERGY CONSERVATION COMMITTEE
MEETING ON 24 JUNE 2010
Attendees: Jan Edick, Ron Bolt, Joe Wiggett, Jim Sherrard, Arwen Mitton, Mary Edick
Guest: David Peel, MEAP Energy Advisor for Littleton
Administrative Matters
The minutes of the 22 April 2010 meeting were approved. There was no meeting in May due to the lack of a quorum.
The committee reluctantly accepted the resignations of Carlton Schaller and Ray Cloutier.
Meeting with the Planning Board
The ECC has been granted an appointment with the Planning Board at their 20 July meeting. At that time, we will:
Ø Present the draft Energy Chapter of the Master Plan;
Ø Remind the Planning Board to add windmills to the Allowed Use Tables;
Ø Mention the proposal to allow tax exemptions for solar, wind, and wood-burning energy systems and, relatedly;
Ø Request the Planning Board review the zoning ordinance so that there are no encumbrances to the installation or operation of renewable energy systems.
Other Business
Ø Ron, Jan, and Mary related some of their experiences at the excellent 2nd annual Local Energy Solutions Conference.
Ø Jim Sherrard suggested establishing local standards for energy efficient buildings. The consensus was that the timing is not right for this idea.
Ø Dave Peel reported that his official function as our Energy Advisor has ended but that he will continue to support us with additional inventory work outside the program. He mentioned the MEAP energy audits are way behind schedule. Also, there is a new contractor taking over the program for the next phase. We will be notified of all of the associated changes, including the possibility of a new software package. Dave said that the time used to do our audit counts against our 25 hours of energy advice.
Ø Ron mentioned the idea of putting together a warrant article to change from a committee to and energy commission. There are many advantages, and this could help to save the town money. There was a discussion about how much money to ask the town for operating costs.
Ø A motion (Joe/Jim) to reimburse Mary $120 for admission fees for the Local Energy Solutions Conference passed unanimously
Ø Mary mentioned that Janet Costa manages the vegetable garden plots at Remich Park and that she has been asked by the Parks Commission to move them away from the gazebo. We agreed that we should support the idea of garden plots and perhaps should attend a future Parks Commission meeting.
The next meeting is scheduled for Tuesday, 22 July at 5 pm.
