LITTLETON CAPITAL IMPROVEMENTS PROGRAM COMMITTEE
MEETING HELD ON 13 MAY 2010
Present: John Lofgren, Ron Bolt, T. J. Ilacqua, Richard Massimilla, Jim Daly, and Jessica Daine
Guest: Jeanne Dickerman, Library Director
Administration: The minutes of the 22 April meeting were accepted.
Library: Jeanne Dickerman was complemented on the quality of the two projects submitted for CIP consideration, a new boiler and automation software. Jeanne responded to questions about sources of revenue other that the Town. Jeanne also mentioned four additional future projects that are important but that are not being submitted at this time for various reasons:
Ø energy efficient window treatments
Ø security system (motion detection and alarms) that is obsolete
Ø elevator that is inadequate
Ø replacement of T-12 light bulbs
One on One Reports: Ron reported that the K6 Building Committee has indicated that it will be 4 to 5 years before they will recommend a replacement building. This is primarily because it looks like state building aid will not be available for a number of years. This, of course, means that in the meantime a significant amount of money will need to be expended on one-of-a-kind repairs and upgrades to the elementary school. T.J. stated that in the very near future he will provide us with the sheets on the Police Department projects. Chief Smith will present the projects at our next meeting. John reported that the Highway Department has completed their project sheets and that the Fire Chief got diverted from finalizing his input as he is applying for a major grant for one of his top priority CIP projects - a new tanker truck.
Finance Team: Jessica and T. J. presented graphic depictions of Town spending, both operating budget and warrant articles, back to 1999. Another presentation shows various tax rate comparisons.
The next meeting is scheduled for 27 May 2010
