LITTLETON CAPITAL IMPROVEMENTS PROGRAM COMMITTEE
MEETING HELD ON 27 MAY 2010
Present: John Lofgren, Ron Bolt, Richard Massimilla, Jim Daly, and Jessica Daine
Administration: The minutes of the 13 May meeting were accepted.
Old Business:
The Finance Team was asked to produce some narrative to describe the charts on historical spending patterns. Jessica added that the team wanted to do some additional work on the graphic presentations.
Richard asked how we are doing with our timetable. Ron reiterated that the goal was to have a finished product by the end of September. We still have to hear testimony from four major contributors (Fire, Police, Highway, and Town) then start the prioritization process, which could take a few meetings. Ron said he would have the opportunity to restate the timeline and urgency to the department heads next week.
New Business:
A discussion about prioritization in general and the point system specifically focused on how to keep this process objective. Each member was asked to review and score the items recently received from the Police Department before the next meeting. We will use this department as a test case.
Another discussion followed on ways to make the CIP an effective tool. While the report will be advisory in nature, we don’t want the work and recommendations ignored. It will be important when presenting the report to emphasize the objective of leveling out spending and the consequences of chronic deferrals.
The next meeting is scheduled for 10 June 2010
