Capital Improvement Program Minutes Apr 22, 2010
LITTLETON CAPITAL IMPROVEMENTS PROGRAM COMMITTEE
MEETING HELD ON 22 APRIL 2010
Present: Charlie Ryan, Ron Bolt, T. J. Ilacqua, Richard Massimilla, Jim Daly, and Jessica Daine
Guests: Tony Ilacqua, Ryan Glass, and Bryan Hadlock
Administration: The minutes of the 8 April meeting were accepted. Richard Massimilla has been officially appointed by the Planning Board as a member of the committee.
One on One Reports: T.J. and Richard met with Police Chief Paul Smith and he will present his projects at the 27 May meeting. Ron suggested that Jim contact Town Manager to discuss possibly adding the Curran Bridge repairs to the CIP.
Parks and Recreation: Commissioner Bryan Hadlock and Recreation Director Ryan Glass discussed the four projects they have submitted. The only big ticket item is the proposal to replace the recreation building at Remich Park. The concept is for a collaborative effort that would include school activities and senior programs. The new building would include a full-sized gymnasium. Grant options are more plentiful if there is a school connection. Grant applications are pending for two projects, renovating the pool and replacing the concessions/storage building at Apthorp, but awards will not be announced until September. The Commission needs to decide on the future of the “tennis” building, which needs a new roof no matter what.
Transfer Station: Tony Ilacqua had a major change to announce. He does not want to expend upwards to $90K to erect a storage building, as this would virtually deplete the Special Reserve Fund. Tony does not want to break with tradition and ask the tax payers to fund this project. A suggested alternative is to continue to replace storage containers, as necessary, and to set aside funds each year toward erecting the storage building in the future.
The next meeting is scheduled for 13 May 2010
Respectfully Submitted,
Ron Bolt
