Opera House Management Commission Apr 21, 2010

Opera House Management Commission

April 21, 2010

Don Merrill – Chair Jeff Rennell
George Mitchell Marghie Seymour
Dan Stearns

Reviewed tasks assigned by the Board of Selectmen – to be completed by May 26th
All agreed we will assign tasks to get started. We decided that we need to do fact finding before we can proceed. Tasks are assigned for the next meeting.

We need information from the proper people
· Town Building Renovation Committee
· Chamber of Commerce
· Dan Hebert
· Etc.

Definition of the space – what exactly is the responsibility of the OHMC?
· Are we only concerned with the Performing Center
· Or the whole building (Physical Space)?
· Number of seats? Where are the seats?
· Contact Dan Hebert to request schematics for electrical, heating, plumbing, etc.
· GM will contact Dan Hebert

Town/Chamber of Commerce – DM will contact Chamber concerning
· Request Fee schedule
· Request Rental Policies/Agreement already in place
· Other policies already in existence
· Chamber has a ONE year contract
· Should Chamber manage OH?
o Do we need a Facilities Manager?
o Do we need a Program Manager?

Oversight of the OH – No budget
· Who will be responsible for security?
· Who is responsible for cleaning?
· Who will oversee these tasks? Do we need one person to oversee the OH?
· DS will research these questions

Who is going to pay? Most of the committee agreed the OH is probably not going to be a money making program. (Overall)
· If an act costs $10,000. If there are 300 seats, to break even ticket price would have to be $33.34. This needs to be explained to the BOS. Some discussion as to what is expected of the OH, and how can we explain this to the taxpayers. What are the financial responsibilities of the OHMC?
· 170 seats in balcony, yet to be determined for on the floor. Question for the Fire Chief
· Certificate of Occupancy, Seating Plan

There was some discussion about competition between Colonial Theater and Catamount Arts. Tabled because it was felt we are not ready for that discussion yet. We need return to this discussion at a later date.
· Non-profit Status – Where do we stand?

MS will try to acquire relevant information from the town, BOS, etc.

Looking to form a baseline budget of expenses, with the understanding the OH has been unoccupied this year. What are the monthly expenses of the whole building? Can it be broken down by zones within the building? Some discussion about an energy audit. There is energy audit scheduled for the Town Garage. Maybe it would serve the town better to do an energy audit on the OH instead.

Building Access
· Handicapped Access – none exists yet
· Parking – GM will look into aerial photography and DM will look into what already exists
· Educate the public about available parking
· Alcohol and police coverage
· Who carries the Insurance?
o Town?
o Should/does the OH carry its own insurance?
o Facilities Manager?
o Require renter to carry their own?

We need to establish chain of command. Who do we talk to for information and anything else. MS will be liaison between OHMC and BOS.

Walked the physical plant. Stage needs basic cleaning, floodlights, only one access and curtain were discussed.
