LITTLETON CAPITAL IMPROVEMENTS PROGRAM COMMITTEE
MEETING HELD ON 25 MARCH 2010
Present: Ron Bolt, John Lofgren, T. J. Ilacqua, Jim Daly, and Jessica Daine
Guest: Richard Massimilla
Administration: The minutes of the 11 March meeting were accepted. Richard Massimilla is willing to serve on the committee pending approval by the Planning Board.
One on One Reports: John indicated that the Fire Chief has some additional items but is ready to meet and brief the committee. John has begun working with George Chartier on the input for the Highway Department. T. J. and Richard were going to schedule a meeting with the Police Chief who has been working on his input. Jessica will contact the School Board again to see if they would like a follow-up session now that they have a full board and Town Meeting is behind us. Ron provided the 2nd project for the Library and said this might be all they submit this year. There was a major correction to the number one priority for Parks and Recreation. A replacement of the Remich Park building would run between $1.5 and $2.5 million. Jim said he thinks we all the input we can expect from the Town Manager, including setting up a capital reserve fund for the 2015 town-wide revaluation. His list needs to be prioritized.
Old Business: Jim contacted the Town Manager regarding funds for the production of the CIP Plan. This could be a problem necessitating considering various in-house options. We need to decides how many copies we’ll need of the full Plan, which could approach 200 pages, and how many of the executive summary.
New Business: Ron presented one option on how to depict the cross-walk between the Master Plan the CIP. This engendered a discussion about whether the Master Plan should drive the CIP or vice versa.
Other Business: Testimony from the department heads will begin at our next meeting.
The next meeting is scheduled for 8 April 2010
