CIP Committee Minutes Jan 14, 2010

LITTLETON CAPITAL IMPROVEMENTS PROGRAM COMMITTEE
MEETING HELD ON 14 JANUARY 2010

Present: Ron Bolt, T J Ilacqua, John Lofgren, Jim Daly

Administration: The minutes of the 10th December meeting were accepted. Jim moved and Ron seconded.

Old Business: Ron reported that Jim briefed the Select Board (Dec 16) on our mission and current status of the CIP. Ron also made mention that he attempted to set up a similar briefing for the budget committee. However, due to the time of the year (budget process) and timing it simply did not work out. He did however send Steve Kelly our mission statement and a brief update on our progress.

New Business:

One on One Reports:

Ron, who is currently working with the: Transfer Station, Parks and Rec and the Library reported that he has been in contact with all three department heads. The Transfer Station is currently working on the data and will have them by the end of the month. The Library is currently working on estimates and Ron suggested that they not focus on exact figures but general ball park figures. It was at this time that Jim mentioned that actual cost figures are optional and not always included in the CIP process. Ron agreed that we don’t need to get hung up the exact #’s. Ron also mentioned that during the recent town meeting that the Parks and Rec have requested a warrant article for the gazebo at 25k. Ron was going to explore more into the issue, and who actually proposed the item. He also reported that the transfer station is pushing back the Pole Barn until 2011. The figures were coming in higher than originally thought.

John recently met with the Fire Chief. John was able to submit the work that the Chief has drafted so far. We reviewed the items with discussion on priority and safety. John discussed the large ticket items, the actual cost and value and depreciation of assets such as larger fire apparatus, i.e. trucks, and the life expectancy and cost effectiveness of an item as it ages. A potential CIP item to consider would be a training facility that would be joint venture with other area communities that could be used for training and possible joint communication.

Jim reported that Chuck currently has is hands full with the budget committee and the upcoming town meeting and that it would not be until February that he could address the CIP. Jim also questioned who owns the bridges and who acts first when they need attention. We all voiced that it was the DOT’s responsibly, with the town normally having a 20/80 split if costs do occur.

Tony Needs to reconnect with Chief Smith on the status of his data.

New Business:


Ron gave a break down on the current warrant articles:
Create an expendable trust setting aside 25k for future repair for the retaining walls in town.
CTE/Middle School 2.2 Million towns share
Opera House funding of 600k for construction and to relocate the town offices
50k for the side walks on Oak Hill Avenue
240k for the on-going road improvement
25k for the Gazebo
Green Street Parking lot, to purchase and refinance

The next committee meeting is 28 January at 7 pm.
