SPECIAL BOARD OF SELECTMEN’S MEETING
FRIDAY, APRIL 23, 2010

Present: Town Manager Chuck Connell, Chairman Ron Bolt, Vice Chairman Ed Boynton, Executive Secretary Ceil Stubbings
Others Present: Mary Ann Tilton (DES), Rusty Bulis (State Rep), Carl Hilgenberg, Brien Ward (State Rep), Tom Considine (Littleton Water & Light), Perry Goodell, Ron Marvin, Carol Lucas (Harris Energy), Herb Lahout, Fire Chief Joe Mercieri, Art McGrath (The Courier), Bob Blechl (The Caledonian), Police Chief Paul Smith, Nancy Mabo (DOT).
Bolt called the meeting to order at 2:00 PM and stated the purpose of the meeting is to discuss a solution to the Highland Avenue Culvert.
Rusty Bulis said the goal of the meeting is to present a plan for Select board approval and action on the Highland Avenue Culvert. Bulis said that after the last BOS meeting, he and Brien Ward discussed the Highland Avenue situation and where they stood with the permitting process. Bulis said that Carl Hilgenberg joined them and came up with some good ideas. Brien Ward said that on April 9th they agreed that we should try to get everyone together for an Emergency Highland Avenue Repair. The culvert failed inspection in 2007 and since then is only open for one lane traffic. A warrant article was put on for $50,000 to repair the culvert. The DOT’s estimate was over $500,000 and the more pressing issue at this point is that funding would not be available until 2013. The town had retained Horizon Engineering to develop a culvert bridge permit, which was approved this week.
Carl Hilgenberg provided an alternative plan he had put together. Carl explained the repair could be done in a three-day time frame, including moving the water line. There are businesses there that shouldn’t be shut down by the work. Hilgenberg believes the repair can also be done with the $50,000 the Town currently has to work with. Rusty Bulis emphasized the goal here is to do this with our own resources -and in effect it would be a Littleton Town Project. If the highway department could help us move materials and if the town buys the culvert then we would not be paying the markup on it.
Tom Considine said they were looking at keeping the water line where it is unless we run into ledge. It would have no impact on the wetlands portion of it. This is going to present a sizable commitment from the Water & Light Department. They are going to absorb approximately $7,000 or $8,000 in expenses. Considine said they have most of the materials in stock and have ordered some in advance. Some of this work can be done prior to the execution of the project. Considine said they are looking at two days for the water line itself.
Nancy Mabo of the DOT said this is a great strategy. She thinks it is great that Littleton has chosen to go with a concrete structure. DOT would offer to review the Town’s plans at no charge if. Nancy asked how the Town plans to deal with the guardrails. Carl Hilgenberg said they would use jersey barriers. Fire Chief Joe Mercieri and Police Chief Paul Smith provided their concerns for emergency services and the use of the Highland Avenue Culvert. Ed Boynton asked what the time frame would be for this. Rusty Bulis and Carl Hilgenberg said they were hoping to start in July and finish August.
Connell said that he had a couple of questions. Connell said that someone had mentioned that phone lines are overhead. Carl Hilgenberg said they are about fifteen feet up from the culvert that is there now. Connell asked Tom Considine if he saw that as a problem. Tom did not see it as a problem. Connell asked for confirmation that utilities and phones will not be a problem. Connell said the only reason he was asking is because Fair Point or Verizon typically wants eighteen months lead-time. Connell then reviewed the cost of the project. Dodge Contracting is in the budget for $12,000 to do the earthwork. Connell said there was also an estimate for a crane. Connell said he had not heard anything about paving and pointed out that there would be a small engineering charge for the design of the culvert. Carl Hilgenberg said the question is do we need paving right away or can we live for a while without it being paved. Carl said they could address the paving at a later date by putting a crush on it and compacting it.
Brien Ward said we need to get this thing in before the fall and it is not going to be a finished project. Rusty Bulis said their goal is to have that open and back to two-lane traffic before Redington Street closes. Mary Ann Tilton said it could be within a few days (after the end of August?).
Ron Bolt heard someone mention Perry Goodell as the Clerk of the Works and asked if Perry was volunteering. Rusty Bulis told the selectmen that he and Brien Ward would love to have the board vote today to allow the Town Manger to start this project next week and get as much lined up ahead of time. After more discussion regarding paving and maintenance Ron Bolt thanked Mr. Ward, Mr. Bulis and Mr. Hilgenberg for their work on this project. Bolt asked for a motion to empower the Town Manager to begin the planning and work necessary for the work to be done on the Baker Brook Culvert on an Emergency basis. Ed Boynton so moved. Bolt seconded the motion. Motion passed 2-0. Ed Boynton made the motion to adjourn. Bolt seconded the motion. Motion passed 2-0. The meeting adjourned at 3:30 PM.

The Littleton Board of Selectmen meets the first and third Wednesdays of the month at 4:00 PM at the Littleton Community House - Heald Room.
