TOWN OF LITTLETON
BOARD OF SELECTMEN’S MEETING
WEDNESDAY, MARCH 3, 2010
4:00 PM
LITTLETON COMMUNITY HOUSE, HEALD ROOM
Present: Town Manager Chuck Connell, Chairman Eddy Moore, Vice Chairman Ed Boynton, Selectman Ron Bolt, Executive Secretary Ceil Stubbings.

Chairman Moore called the meeting to order at 4:00 PM

Appointments: Maximum time per appointment is 15 minutes.
Police Chief Paul Smith – Littleton “Buckle Up in Your Truck” Seat Belt Campaign
Chief Smith told the selectmen they should have copies of the proposal. The grant is for the campaign entitled “Buckle Up in Your Truck”. Smith said this is not an enforcement campaign. The Town of Lisbon, the hospital and school will do a survey to see if people are wearing seatbelts while driving pickups. Smith said there would be signage and notices put out for the public to know about the initiative. Smith said that following the initial survey they will do a second survey to see if seatbelt usage went up. Smith said this survey was conducted in Newport and Berlin. Smith said that in both cases seatbelt usage went up. Smith said this is 100% reimbursed for the time the officer’s put in. Smith said the survey was based on two hour increments but because of the union contract he modified it to three hours as stated in the contract. Smith said the Highway Safety Agency does work into the formula an additional 25% to take care of the cost of administration fees. Chief Smith said that today he is asking the Chairman and Board for their approval to proceed with this. Ed Boynton asked what happens if Lisbon does not get the grant. The Chief said that Littleton would still move forward with the survey. Boynton said it sounds like a good idea. Ron Bolt asked if the 25% would cover everything. Smith said yes it would and that last year it was at 16% but now they have increased it because of the retirement. Ron Bolt said the usage of seatbelts have gone up over the last few years. Paul said yes it has. Bolt asked who would be the focus group that was mentioned. Chief Smith said they should have worded the reference to the focus group differently. Smith said the focus group would be the people participating in the survey. Those people include the high school students and the hospital. Bolt said that some of this sounds more administrative in nature and asked if there would be a role for the VIPS. Chief Smith said no the officers would do the survey. Bolt moved to accept the Police Chief's recommendation to accept the grant for the “Littleton Buckle Up in Your Truck” Seatbelt Campaign in the amount of $1,536.38. Connell said Bolt should include in his motion to authorize the Chairman to sign the application. Bolt amended his motion to include the authorization for the Chairman to sign the application. Ed Boynton seconded the motion. The motion passed 3-0.
Citizen’s Concerns:
Mary Edick thanked whoever bagged the meters the next day after the last meeting when she brought up the issue about parking and the fire hydrants. Mary said she is concerned about the one meter by the bottom of the library. Mary said she noticed that meter was no longer bagged. She said because that is a town building she was concerned about the fire department not having access to the fire hydrant. Connell said they measured the space and found it was compliant. Connell said the Police Chief is now here and he can confirm that. Mary said she had read the minutes of the Non-Public Session of February 23rd, which were opened for public reading. Mary said she didn’t’ read in the minutes that the selectmen took a vote on the leases for the Historical Society and the Chamber. Mary said that she read in the RSA’s that the selectmen have to vote on it. Connell said the non-public was called so he could have the authority to negotiate the leases. Connell said the selectmen will vote on it when the leases are ready. Mary said she wants to make sure everything is done the right way with all of the t’s crossed and all the i’s dotted.

Old Business:
Town Building Project Plan for Storage on the Mezzanine
Connell said that from the last meeting Bernard Chase was kind enough to inspect the space and come up with a plan. His cost estimate is $145.00. Connell said Chase also offered to build the wall once we receive permission from the DHR. Bolt said he had just one little technical point and asked if the $145.00 was a line item in the budget. Connell said that would come out of building maintenance. Bolt asked if the budget does not pass would it still be ok. Connell said yes. Bolt moved that we authorize the town manager to proceed with the DHR's (Department of Historic Resources) approval to set up temporary storage at the town building. Ed Boynton seconded the motion. The motion passed 3-0. Connell said he forwarded the letter this week to DHR to seek their approval. Moore said that he had questioned the fact that it was called temporary storage. Connell said temporary is for one to five years. It is temporary and if the town offices do move back in then something else will have to be done.
New Business:
Ron Bolt Election Day Parking Presentation
Bolt said one of the privileges of being the newest selectman is to set up the area at the fire station for Election Day. Bolt compared it to going to a quilt show and not caring how they set it up but only caring about getting in and getting out. Bolt said Election Day is this coming Tuesday, March 9th at the Fire Department and the polls will be open at 8:00 AM and close promptly at 7:00 PM. Bolt thanked Selectman Boynton for his help with this effort. Bolt said we had to make a few changes from last year because now the Police Station has been built. His main concern was for safety and the operations of the three departments such as the fire, highway and police departments. Bolt said that in trying to achieve this he strove for simplicity. There is one way to enter and one way to exit. Bolt provided diagrams to help those present understand the parking design. Bolt said there would be no parking on Boynton Lane and no parking in front of the Fire Station.

January 18th Budget Hearing
February 3rd, February 12th Work Session, February 17th, February 23rd Board of Selectmen Meetings and the February 23rd Non-public session. The February 24th Board of Assessors Minutes
Ron Bolt said the January 18th Budget Hearing minutes did not need any corrections and moved to accept them as is. Ed Boynton seconded the motion. Motion passed 3-0. Bolt then explained what each set of minutes were and made the motion to approve as presented. Ed Boynton seconded the motion. Motion to approve the above minutes after Bolt’s explanation as to the contents passed 3-0.
Chairman Moore asked if there was anything else to come before the board.
Ron Bolt said they have two sets of non-public minutes that were sealed. Bolt said the board decided they would look at these minutes and see if they could be unsealed. The first set of minutes was from April 10, 2009 in reference to the Opera House and the Town Building. Bolt said the other set of minutes is from November 3, 2009 that had to do with threatened litigation. Eddy Moore said he has no problem with unsealing the April 10, 2009 minutes as far as the lease has since occurred. Moore said he does have a problem with unsealing the November 3, 2009 minutes. Moore said they should stay sealed until that case is put to bed completely. Moore said the attorneys are still involved. Moore said the entities involved signed a release but there are references in those minutes that could cause a hardship and could also be damaging to reputations. Bolt made the motion that we unseal the minutes from April 10, 2009. Boynton seconded the motion. The motion passed 3-0.
Bolt said he would not make a motion to unseal the November 3, 2009 minutes if the other two selectmen were not happy with it. Moore said he does not want to cause anyone any hardship by unsealing those minutes. Bolt said fair enough. Chairman Moore asked if anyone else had anything more to address. There being nothing more to discuss Moore asked for a motion to adjourn. Ed Boynton made the motion to adjourn. Ron Bolt seconded the motion. The motion passed 3-0. The meeting adjourned at 4:37 PM.
