Board of Selectmen Minutes - May 11, 2017


BOARD OF SELECTMENS NONPUBLIC MEETING
THURSDAY, MAY 11, 2017

4:00 PM
TOWN OFFICE CONFERENCE ROOM

 Present:  Town Manager Andrew Dorsett, Chairman Schuyler W. Sweet, Vice Chairman Franco Rossi, Selectman Milton T. Bratz, Executive Secretary Ceil Stubbings, Finance Director Karen Noyes

 Others Present:  Justin Roshak (The Courier)

 Sweet called the meeting to order at 4:00 PM.

 Sweet advised the board there was only one item on the agenda and that is to accept the resignation of Chris Hodge as Zoning Officer.  Sweet read the letter of resignation submitted by Chris Hodge dated May 10, 2017 as follows:

 Dear Selectmen
I hereby submit my resignation as the Town of Littleton Zoning Officer effective on May 11, 2017.  Resignation is contingent on payment by the Town of Littleton for all calls/emails and future inquiries that I receive.  Calls/emails to be billed at $47.50 per hour with a ½ hour minimum.  I accept the following amount of $1,000 (1/2 of the annual stipend) as my final pay as described in my email dated May 10, 2017.

Rossi did not think the board should accept the letter of resignation with the reference of the resignation being contingent of being paid $47.50 per hour for calls, emails or inquiries he may receive.  The board discussed this portion of the resignation letter at length.  Sweet stated the board had two options. One to accept the resignation and the other to advise Christopher Hodge in writing that he was no longer an employee of the Town and would not receive payment for the contingency he included in his resignation letter. 

Bratz made the motion to accept the resignation of Chris Hodge as Zoning Officer effective May 11, 2017 and to approve the payment of $1,000 which is one half of the yearly stipend.  Rossi seconded the motion.  The motion passed 3-0.

Sweet read an email sent from Karen Noyes to Christopher Hodge as follows:

Chris
I appreciate the numerous years you have volunteered for the Town and worked for the Town.  I certainly hope if you are called, contacted or emailed in any way you will refer all calls to Joanna Ray’s office as you will no longer be an employee or representative of the Town.  I am unable to confirm the pay rate or promise any pay rate for any services you might want to perform without the approval from the Selectmen or the Town Manager.  Any actions you might be involved in will not be covered under the Town’s insurance or be authorized by the Town.  At this time I recommend any contact from anyone concerning zoning issues be referred to Joanna Ray.  I will pass along your email and resignation to the Selectmen and the Town Manager.  I will be processing your check tomorrow morning when I get it and will make arrangements to get it signed by the treasurer.
Karen Noyes

Bratz made the motion to notify Christopher Hodge in writing that he is no longer an employee, is not covered by Town insurance and has not authority to act on the Town’s behalf.  There will be no further compensation and all calls/inquiries should be forwarded to the Planning & Zoning Office.  Rossi seconded the motion.  Motion passed 3-0. 

Town Manager Dorsett is the Deputy Zoning Officer and will be available until a new Zoning Officer is appointed.  An advertisement will be placed in the paper and on the website asking for candidates to apply. 

Sweet asked for a motion to adjourn.  Bratz made the motion to adjourn.  Rossi seconded the motion.  Motion passed 3-0.  Meeting adjourned at 4:20 PM.
